The dispute sparked shockwaves across the Horn of Africa, fears that it could spread to neighboring countries. More than 43,000 Ethiopian refugees have fled to Sudan.

Finance Minister Ahmed Shir said Thursday authorities were trying to remind city people of tactical work.
