In the third step, design teams built their prototypes in the online environment, developing learning activities and digital materials. The theme of the second face-to-face workshop was the verification of reality: peer review and action plan. The main idea was to get constructive comments by colleagues and refine the design before piloting students' online study modules. In addition, we recommended that design teams request comments from some university students or colleagues. Before the pilots, we asked the design teams to evaluate the module, the way it meets the ten most important quality criteria.

What are the ten most important quality criteria? They are based on EAMK quality criteria (Varonn & Tyrväinen 2018), from which we have selected essential elements and have modified them appropriately for our implementations. Three criteria for orientation and feedback, two of the tasks and tools and a criterion for content and materials, evaluation, conviviality and visuals. These criteria were used for peer review and designing online study modules. The student reaction questionnaire during the pilots also included statements based on quality criteria.

Prior to the pilots, it was necessary to agree on the principles of inter-institutional study, such as how to register and evaluate the implementations and what kind of learning platforms and tools are used. These principles are valuable for future cooperation.
