The WSDP has been prepared by the Ministry of Water Resources. The United Nations Development
Programme (UNDP) provided the financial assistance, while technical assistance was extended by the
United Nations Department of Economic and Social Affairs (UN DESA) under the auspices of Project
ETH/98/001. The project engaged the services of a local consulting firm Water Works Design &
Supervision enterprise (WWDSE) to carry out this exercise. Leading national experts participated in
this exercise on behalf of the WWDSE. The present report consists of two volumes (Volume I:
Executive Summary and Volume II: Main Report) and is based on the outputs produced under this
consultancy agreement and the contributions received from a team of national and international
consultants regarding environmental and socio-economic impact analysis of the proposed program.

At the beginning of this exercise, Regional Technical Committees (RTCs) were set up in all regions
so that their preferences and priorities could be accommodated in WSDP. The RTC in each Region
was chaired by the representative of the Regional Water, Mines, and Energy Bureau (or Water
Bureau, as the case may be), and composed of representatives of the Planning, Agriculture, Irrigation
